Retaking a driver's test every 3 years should be mandatory for everyone. Just because you passed 15 years ago doesn't mean you are still capable of driving safely and properly. People are at their outmost best when doing the test. They pass, and the next day they are doing GTA on the streets in real life. Also people who have their music blasting out their car like it's a fun fair should be fined for noise pollution and endangering other drivers.
